This article presents the results of a research study and aims to analyze the evolution of poverty in the state of Veracruz (Mexico), using income-related indicators provided by the National Council for the Evaluation of Social Development Policy (Coneval)—the body responsible for measuring poverty in Mexico—for the period 2008–2018. The starting point is that poverty is conceived as a multidimensional phenomenon, where income, food, and social security, among other aspects, determine this phenomenon. The study addresses these indicators in the case of the state of Veracruz, Mexico. Why did poverty increase in Veracruz during the reference period of 2008–2018, taking into account Coneval’s dimensions? This is the research question, and the hypothesis is proposed: that foreign direct investment in Veracruz represents the first phase of the capitalist mode of production; this leads to greater dynamics in the process of capital accumulation. However, it generates stagnation in the Gross Domestic Product and leads to an increase in the population with incomes too low to afford a food and non-food basket.
