RECOMENDACIONES PARA LA FORMULACION DE PLANES DE DESARROLLO ECONOMICO-AMBIENTAL MUNICIPAL

Abstract

El artículo resalta la importancia que tiene !a definición de una metodología participativa para la formulación de una estrategia de desarrollo municipal como un instrumento para el desarrollo de los municipios pequeños del país (menos de 30000 habitantes), que permite la idónea expresión espacial de la Constitución Colombiana en el territorio Nacional. Así también las bases metodológicas para la formulación de estrategias municipales presentadas en el presente artículo, permiten el manejo de información estandarizada, así como la compatibilización y articulación de los esquemas de Ordenamiento Territorial. De igual manera, podrá respaldar el esfuerzo de los diferentes sectores de la administración pública en cuanto a la planificación dé sus acciones en el territorio, con una óptica integral, pudiendo extender ampliamente el alcance a otras institu­ciones no gubernamentales que contribuyen al desarrollo nacional, departamental y municipal.

ABSTRACT

The article emphasizes the importance of the definition of a participative methodology for the formulation of a strategy of municipal development as an instrument for the development of the small municipalities of the country (less than 30000 inhabitants), that permits the proper spatial expression of the Colombian Constitution in the National Territory. Moreover the methodological basis for the formulation of municipal strategies presented in the present article, allow the handling of standardized information, as well as the compatibility and articulation of the schemes of Territorial. Ordering in the same way, they will be able to endorse the effort of the different sectors of the public administration as far as the planning of their actions in the territory, with an integral optics, being able to widely extend the reach to other nongovernmental institutions that contribute to the national, departmental and municipal development.
