El sistema de contratación pública portugués como instrumento estratégico de la gestión pública

Esta investigación tiene como objetivo evaluar el Sistema Nacional de Contratación Pública (SNCP) como un instrumento estratégico de gestión pública en Portugal. La creación del SNCP, en 2007, siguió el modelo de la Unión Europea para contratación pública, basado en criterios de economía, eficiencia, eficacia que conduce a una mayor transparencia, rendición de cuentas y creación de valor público. Este estudio busca analizar la importancia de las diferentes dimensiones del SNCP y en qué medida su desempeño corresponde a un instrumento estratégico de la gestión pública. Basado en el modelo conceptual desarrollado por Essig et al. (2010), posteriormente aplicado por Thi et al. (2012), se elaboró un cuestionario adaptado al contexto portugués y se aplicó a 1.500 entidades vinculadas al SNCP. La tasa de respuesta efectiva fue del 5,6%, que corresponde a una muestra de 101 cuestionarios válidos. Se realizó un análisis factorial exploratorio para validar la distribución de las variables y un análisis de componentes principales con rotación varimax. Se concluyó que el SNCP tiene, en general, un bajo nivel de desempeño, aunque la contribución positiva de los factores “Información y control” y “Plataformas electrónicas” en la gestión de procesos. Estos resultados corroboran la necesidad de un realineamiento de la estrategia de contratación pública en Portugal.
