O sistema nacional de compras públicas português como instrumento estratégico da gestão pública

Resumo

Esta pesquisa tem como objetivo avaliar o Sistema Nacional de Contratação Pública (SNCP) como instrumento estratégico de gestão pública, em Portugal. A criação do SNCP, em 2007, seguiu a proposta da União Europeia para um modelo de contratação pública baseado em critérios de economia, eficiência e eficácia que contribuem para uma maior transparência, responsabilização e criação de valor público. Este estudo procura analisar a importância das diferentes dimensões do SNCP e em que medida a sua atuação corresponde a um instrumento estratégico de gestão pública. Baseado no modelo conceptual desenvolvido por Essig et al. (2010) e posteriormente aplicado por Thi et al. (2012), desenvolveu-se um questionário adaptado à realidade portuguesa que foi aplicado a 1.500 entidades vinculadas ao SNCP. A taxa de resposta efetiva foi de 5,6%, o que corresponde a uma amostra com 101 questionários válidos. Foi realizada uma análise fatorial exploratória para validar a distribuição das variáveis ​​e uma análise de componentes principais com rotação varimax. A pesquisa concluiu que o SNCP tem, em geral, um baixo nível de desempenho, apesar da contribuição positiva dos fatores “Informação e controlo” e “Plataformas eletrónicas” na gestão de processos. Estes resultados corroboram a necessidade de um realinhamento da estratégia de contratação pública em Portugal.
