Democratic transitions arise from the democratization process in Latin America in the 80’s, have fulfilled almost all its primary stage development, that is, to strengthen the institutions that organize the procedural aspects of the elections, assign a place each political actor and set the ground rules for that electoral politics are given in a timely way.
