Abstract

Reply to regional crisis on Latin America has developed a current exalt governability as a way for the democratization, so the strengthening of the rule and suffrage as mechanism have been the basis of government policies, it always acting consistent with the neoliberal model and the maintenance of unequal structure of society (New-oligarchization).

However, every year it takes more force the citizen legitimation of another mechanisms and ways of thinking about democracy, expressed in opinion groups, social movements and organizations to specific objectives don’t want to participate in the government. In contrast to this, the institutions want to limit its action, their response are police security strategies, as in Colombia or Mexico, or doing constitutional reforms and minimize of inequalities, as in the case of Bolivia.
