The expression of Black Power among the citizens of North Cauca refers to empowerment of the local political authorities, expressed in the governments occupied by members of the African community descent and bureaucratic power refers to the ability to negotiate with departmental administration.
However, this participation at the political-administrative level, and negotiating skills at the departmental level, brings out the historical tensions of people of African descent with traditional politics and its representatives, come from a political class: landowner and slave owner, that still defend interests of lessees do, contrary to the interests of indigenous and black community, facing this dilemma, the author contrasts the weight of a social and cultural process, historical roots and collective power that eventually materialize in each leader and overcome the individual action.
However, the author warns the black power as a possibility which constitutes changing, becoming in a challenge, a danger and a concern at a time, not being free of contradictions, risks and difficulties.
