Abstract

Beyond the understanding and analysis of a critical context where social demands exceed the possibility of government supply, the fundamental management of social managers is the action aimed at community participation that, together with institutional decisions, stimulate the public policy process, accompanied by the transformation of subjectivities for the final modification of objective conditions towards human development.
