Alternative development policy; realities, perspectives, and the impact on the environment

Abstract

This  research  presents an analysis of the application of the Alternative Development policy, based on the experience of the 1262 families  who  were  part of the Col/K53 or New Forest  Guard  Families  (NFGB) project   carried  out  by  the   United  Nations  Office on Drugs and Crime (UNODC) in agreement with the Administrative Unit for Territorial Consolidation (UACT) of the former Administrative Department for Social Prosperity (DPS). In order to do this, we  take a tour of the different approaches to development that have  emerged  as  alternatives  to  the  traditional  model,  seeking  to  give  a  territorial and rural development  approach. In  the  same way we make a tour of the different guidelines,  programs  and  projects  that    have   emerged  in  the  country    in  the  framework of the implementation of the Alternative Development policy, with an emphasis on the experience in the department of Nariño. All this serves as a context for us to introduce ourselves in the analysis of the politics carried out by the participating families. This analysis is oriented towards four lines, all seen from the perspective of the families involved: first, the knowledge of the different programs and projects executed in the Municipality within the framework of the Alternative Development policy, second the limits  or  aspects       to   improve,    third   the  perspectives  that  the   families   have  on  this  policy and its projects, and fourth  the  appreciation of  the  families  on  the  type  of  impact that the projects  generate  environment.

Finally  the  autor  shows  the  existent  confluence  between  the  focuses  of  the  develop- ment  as  from  these  results  and  that  has  been  the  application  of    Alternative  Desarrollo’s policy at the intervening territories the projects and programs, and finished with a look on the fundamental aspects to have in account in the implementation of the same, becoming  clear  is  worthwhile  that  investigation   present     her  it  does  not  have   like  purpose to materialize  last  look on  Alternative   Desarrollo’s  policy,  but  rather   presenting elements  that  they  enable to enrich the analysis of the achievements that have Alternative  Desarrollo’s  policy  in  frame  of  the  posconflicto  and    challenges.
